USAC E-Rate ProgramLibrary Technology Southern California: Why These Projects Are More Complex Than They Appear
Public libraries serve everyone — children, students, job seekers, seniors, and community members who depend on library connectivity as their primary internet access. That public-service mission, combined with municipal procurement requirements and aging infrastructure, creates a unique set of challenges that most commercial IT vendors aren't prepared to navigate.
Procurement Requires a Compliant Path
Public libraries are city or county agencies, or independent library districts — all subject to California public procurement law. Without a cooperative contract like CMAS, NASPO, or PEPPM, every library technology purchase requires a formal competitive bid. That adds months before installation can begin. E-Rate projects add another layer of USAC compliance on top.
Public Wi-Fi Is a Core Service, Not a Perk
For many library patrons, the library's Wi-Fi is their only reliable internet connection. Outages aren't just inconvenient — they represent a real failure of public service. Libraries need library technology Wi-Fi infrastructure designed for reliability and density, not a standard office deployment scaled for the square footage.
Public and Staff Networks Cannot Share Infrastructure
Patron Wi-Fi, ILS circulation systems, staff workstations, print management, security cameras, and building systems all need to coexist on the same physical infrastructure — but they cannot share the same logical network. Getting segmentation right requires library technology design experience specific to public-facing environments.
Branch Libraries Have Inconsistent Infrastructure
Library systems manage portfolios of branches built and renovated at different times — some with modern library technology infrastructure, others running decade-old cabling and switches. A system-wide refresh requires a partner who can assess every branch, design to a consistent standard, and deliver documentation that makes system-wide support manageable.
Work Has to Happen Without Disrupting Patrons
Libraries don't close for summer like K-12 schools do. Installation windows are limited to evenings, early mornings, or temporary branch closures — and the schedule has to be coordinated with library administration well in advance. A contractor who can't plan around operating hours will create patron complaints and staff frustration.
Safety and Security Are Growing Priorities
Library boards and city councils increasingly expect visible security measures at public facilities. Camera coverage gaps in parking lots, at entrances, and in children's areas create real liability — requiring a library technology integrator who understands the specific sensitivity of public-facing camera placement in community environments.

Learn moreThe Right Procurement Path for Your Library Technology Project.
Public libraries are government agencies — city libraries, county library systems, and independent library districts — all subject to California public procurement law. WCC holds CMAS, NASPO ValuePoint, and PEPPM contracts so library agencies can procure library technology without a separate competitive bid.
For E-Rate eligible projects, WCC participates in the USAC competitive bidding process and provides documentation for Form 471 applications and reimbursement claims. For non-E-Rate library technology projects, CMAS or PEPPM is typically faster.
Ask about our contract vehiclesCMAS — California Multiple Award Schedules
Available to California city libraries, county library systems, library districts, and all California public agencies. Issue a purchase order directly — no separate bid, no RFP, fully compliant with California public procurement law.
California State ContractPEPPM — Pennsylvania Educational Purchasing Program
A nationally recognized cooperative contract accepted by public agencies and educational institutions in all 50 states. Used by California library agencies as a compliant alternative procurement path for library technology infrastructure.
National Education & Library ContractNASPO ValuePoint
The largest multi-state cooperative purchasing program in the US. Available to public agencies nationwide — used by California library agencies as a supplement or alternative to CMAS for specific library technology categories.
Multi-State CooperativeE-Rate Eligible Library Technology — For the Right Projects
Public libraries are E-Rate eligible institutions under the Schools and Libraries program. WCC is an E-Rate eligible service provider for Category 1 and Category 2 funded library technology — and for projects where E-Rate funding is a good fit, it can cover a significant portion of the cost.
That said, E-Rate has real constraints. The program requires a USAC competitive bidding process (Form 470) that runs on its own timeline and is separate from cooperative contract procurement. For library technology projects where timing matters more than E-Rate reimbursement, CMAS or PEPPM is typically the faster path.
Category 1 — Broadband & Fiber Connectivity
Fiber optic inter-building cabling and broadband connectivity. WCC installs Category 1 eligible fiber backbone for multi-building library technology campuses and branch systems across Southern California.
Category 2 — Internal Connections
Wireless access points, network switches, and structured cabling inside library buildings. Library systems receive per-square-footage funding on a five-year cycle — WCC designs library technology to maximize each system's allocation across branches.
Committed annually by USAC to E-Rate applicants for school and library technology
Per-square-footage funding for wireless, switches, and cabling inside library buildings
Broadband and fiber connectivity for library technology — no square footage cap
Category 2 funding cycle for planning multi-year library technology upgrades across branches
E-Rate projects must follow USAC competitive bidding requirements independent of other cooperative contracts. WCC recommends libraries work with a qualified E-Rate consultant for application filing and program management.

Every Space in a Public Library Building
Library technology spans every corner of a public library — community hubs with computer labs, programming spaces, children's areas, staff operations, and security needs that require consistent infrastructure standards across every square foot.
From First Walk to Final Turnover
Discovery & Requirements
Understand system goals, branch inventory, existing library technology infrastructure, E-Rate status, and what success looks like for patrons, staff, and library administration.
Site Walk & Branch Assessment
Validate pathways, closets, power, mounting, coverage needs, and access windows at every branch in scope — documented before design begins.
Engineering & Design
Develop library technology infrastructure design, equipment plan, system-wide standards, and a phased deployment schedule aligned to library operating hours and branch-specific constraints.

Why Southern California Libraries Choose WCC for Library Technology
Three cooperative purchasing contracts, E-Rate eligibility, and the ability to handle Wi-Fi, cabling, cameras, and AV under one accountable team — built for how library agencies actually procure and operate.
CMAS, NASPO, PEPPM — and E-Rate Eligible.
California library agencies procure library technology through CMAS, NASPO ValuePoint, or PEPPM without a separate bid. For E-Rate funded projects, WCC participates in the USAC competitive bidding process and provides all required documentation. We know both paths and can help your administration move forward on whichever fits the project.
Wi-Fi, Cabling, Cameras, AV — One Contract.
Public Wi-Fi, structured cabling, network switching, security cameras, access control, and community room AV — all under one library technology project and one purchase order. No vendor coordination gaps, no one pointing fingers at another contractor when something doesn't work after turnover.
20+ Years Working with California Public Agencies.
WCC has delivered library technology and related projects for cities, counties, and public agencies across Los Angeles, Orange County, and the Inland Empire for over two decades. We understand municipal procurement requirements and how to work within the operational constraints of public-facing government facilities.
Consistent Library Technology Documentation Across Every Branch.
Every branch WCC touches gets the same labeling standards, closet organization, and certified test documentation. When library IT staff respond to a connectivity issue at a branch location, they should walk in and immediately understand the infrastructure — regardless of when the project was completed.
