WCC holds CMAS, NASPO ValuePoint, and PEPPM contracts so library agencies can procure library technology without a separate competitive bid.

For E-Rate eligible projects, WCC participates in the USAC competitive bidding process and provides documentation for Form 471 applications and reimbursement claims. For non-E-Rate library technology projects, CMAS or PEPPM is typically faster.

E-Rate Funding

E-Rate Eligible Library Technology — For the Right Projects

Public libraries are E-Rate eligible institutions under the Schools and Libraries program. WCC is an E-Rate eligible service provider for Category 1 and Category 2 funded library technology — and for projects where E-Rate funding is a good fit, it can cover a significant portion of the cost.

That said, E-Rate has real constraints. The program requires a USAC competitive bidding process (Form 470) that runs on its own timeline and is separate from cooperative contract procurement. For library technology projects where timing matters more than E-Rate reimbursement, CMAS or PEPPM is typically the faster path.

Category 1 — Broadband & Fiber Connectivity

Fiber optic inter-building cabling and broadband connectivity. WCC installs Category 1 eligible fiber backbone for multi-building library technology campuses and branch systems across Southern California.

Category 2 — Internal Connections
